William J. Parker

William J Parker is a Built Environment professional, Director of Elevo Group, Principal Consultant with W Y Esther Engineers and Senior Consultant with PSMJ Asia Pacific. Bill brings over 40 years’ experience in project management as a contractor and in developer. His focus is to ensure that constructability remains central to our projects, to lead our client advisory services and to set up projects from a management and execution perspective. He is often referred to as “the professor of high-rise construction” on account of his record of constructing some of the tallest towers globally. Through Elevo we are taking sustainability to the forefront – zero carbon is the target, working to develop sustainable communities, utilising Australian made products and pre-fabrication where practical.

He has previously managed and led large projects in Australia, Asia, Europe and North America and has developed his skill-set in a career that has included very senior roles in Construction, Project Management, Development Management, Design & Build and most recently Consulting Project Development and Technology Implementation.

His extensive experience has allowed him to develop an innovative approach across design, development and contracting within property development and construction, with a focus on communication and partnering strategies. Working closely with clients, contractors and consultants, Bill has ensured and delivered cost effective and time effective project progress, i.e. “win-win” outcomes. A key aspect of Bill’s ongoing work is emphasis on sustainable construction and innovation.

Education: Bachelor of Building Melbourne University, Australia

What I do: In addition to being a Project Leader, Bill takes a keen interest in the training of his teams and has endeavoured whenever possible to promote technology and innovation. Bill has been working with two international modular construction groups to endeavour to find the solution for “local production, modular construction”. The key issues always come down to: Quality, Durability, Structural stability, Logistics. No one should underestimate the lead time and the cost of delivering “boxes of air”, so the emphasis is on making “modular = local”.

Key Roles and International Projects: For 12 years from December 2006, based in Dubai and operating throughout the Middle East, India and Kazakhstan, in the capacity of Project Director and Company Director for three major contracting companies, notably Grocon International, Arabian Construction Company SAL (ACC) and Consolidated Contractors Company (CCC).

Key international projects include: in Dubai the 100 storey Princess Tower, 84 storey Elite Residence and 125 storey Pentominium, the 6 towers at The Hills and in Mumbai the 116 storey World One Tower. Other notable projects include the mixed use 5 towers Abu Dhabi Plaza in Astana, which includes a 78 storey tower, and the Mall of Oman in Muscat.

For almost 20 years in Australia to 2006, he was a senior manager on development projects such as Melbourne Central, Southgate, Eureka Tower, Pivot Fertiliser “prescription farming facilities” and numerous smaller projects in the eastern states of Australia – form Tasmania to Queensland to the Torres Strait. His roles varied - Development Manager, Design-Build Director, Construction Director.

Troy Harper

Troy Harper has a strong background in retail and commercial property project management and development, with over $130m of commercial projects completed.

Mr. Harper has also worked extensively in Asia: Hong Kong, Singapore, Malaysia and China, as a consultant in the areas of marketing and sales to the region’s largest five star hotels.

His strong background in both project management and problem solving is augmented by a Degree in Economics from the University of Tasmania.

Troy has held a number of senior roles within industry organizations, the most prominent of these was as Chairman of the Tasmanian Chamber of Commerce and Industry and Vice President of The Property Council of Australia (Tasmania Division)
